To provide for the repeal of the Western Cape Tender Board Law, 1994; and to provide for matters incidental thereto.

To amend the Western Cape Direct Charges Act, 2000; to provide for the withdrawal of roll-over funds from theWestern Cape Provincial Revenue Fund, as a direct charge, before enactment thereof in an adjustments appropriation act; and to provide for matters incidental thereto.

To appropriate adjusted amounts of money for the requirements of the Provincial Government: Western Cape in respect of the financial year ending 31 March 2004.

To amend theWestern Cape Gambling and Racing Law, 1996, so as to provide for the inflation adjustment of the tax structure applicable to the holders of casino operator licences, and to provide for matters connected therewith.

To amend the Land Use Planning Ordinance, 1985 (Ordinance 15 of 1985), so as to extend to 18 years the period during which owners of land may exercise land use rights; and to provide for matters incidental thereto.

As determined in section 226(2) of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996) and section 58(2) of the Constitution of the Western Cape, 1997 (Act 1 of 1998) amounts of money are appropriated for the financial needs of the Western Cape Provincial Government in the financial year that begins on 1 April 2003 and ends on 31 March 2004.

As determined in section 226(2) of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996) and section 58(2) of the Constitution of the Western Cape, 1997 (Act 1 of 1998) amounts of money are appropriated for the financial needs of the Western Cape Provincial Government in the financial year that begins on 1 April 2003 and ends on 31 March 2004.

To amend the Members of the Western Cape Provincial Parliament Code of Conduct Act, 2002; to make the Act applicable to Members of the Provincial Cabinet; and to provide for matters incidental thereto.

To amend theWestern Cape Gambling and Racing Law, 1996, so as to provide for the clarification of definitions, for inflation adjustments to the tax structure applicable to the holders of casino operator licences, for an alternative means of determining tax liability; and to provide for matters connected therewith.

To authorise certain unauthorised expenditure in respect of the 2001/2002 financial year and to charge the Provincial Revenue Fund accordingly.

To amend the Western Cape Gambling and Racing Law, 1996, to ensure compliance with applicable national legislation; to provide for the prohibition of the modification, in certain instances, of gambling devices; to provide the Board with the power to conduct hearings, investigations and enquiries in relation to contraventions or alleged contraventions by licence holders of any provisions of the Law; to provide for the imposition of penalties by the Board for contraventions of and failures to comply with the Law; to prescribe such penalties and to provide for matters connected therewith.
