This Act provides for special measures for minibus taxi and other road transportation services and amends the Minister's powers to make regulations for the seizure of motor vehicles. The legislation gives the Minister extraordinary powers to close all minibus taxi or other transport service routes in an area where there is violence, unrest or instability related to minibus taxi and other road transportation service providers in the area.
