To appropriate adjusted amounts of money for the requirements of the State in respect of the financial year ending 31 March 2005.

To charge the National Revenue Fund with certain unauthorised expenditure and to authorise other expenditure; and to provide for matters connected therewith.

To amend the Dental Techniicians Act, 1979, so as to define "informally trained person"; to provide for the restricted registration of informally trained persons as dental technicians; to make direct billing by a dental technician contractor discretionary; to restrict the performance of certain acts by members of certain juristic persons; and to makel provision for the publication of draft regulations for comment; and to provide for matters connected therewith.

To amend the National Payment System Act, 1998, so as to provide for the withdrawal of recognition of a payment system management body by the South African Reserve Bank; to provide for designated settlement systems; to enable payments to third persons; and to provide for the issuance of directives by the South African Reserve Bank; and to provide for matters connected therewith.

To amend the Companies Act, 1973, so as to insert a definition and substitute certain obsolete expressions; to clarify a provision relating to the removal of the names of persons from certain registers of companies; to make further provision regarding persons disqualified from serving on the management of companies; and to authorise the Registrar of Companies to keep a register of such disqualified persons; and to provide for matters incidental thereto.

This Act amends the Immigration Act of 2002.

To amend the Films and Publications Act, 1996, so as to make further provision for the prohibition of child pornography; to provide anew for the designation of the Chairperson of the Review Board; to make certain textual alterations; to make further provision regarding the classification of films and publications; to provide for the registration of internet service providers; to provide for an obligation to report offences involving child pornography; and to increase penalties for offences involving child pornography; and to provide for matters connected therewith.

To amend the South African Citizenship Act, 1995, so as to repeal a provision in terms of which a person may be deprived of citizenship by virtue of the use of the citizenship of another country; and to make provision for other penalties instead of the loss of citizenship; and to provide for matters connected therewith.

To amend the Transfer Duty Act of 1949, as well as the Customs and Excise Act of 1964, the Stamp Duties Act of 1968, the Value-Added Tax Act of 1991, the Tax on Retirement Funds Act of 1996, the Revenue Laws Amendment Act of 1999, the Second Revenue Laws Amendment Act of 2001, the Exchange Control, Amnesty and Amendment of Taxation Laws Act of 2003 and the Revenue Laws Amendment Act of 2003.

To provide for the rendering of social assistance to persons; to provide for the mechanism for the rendering of such assistance; to provide for the establishment of an inspectorate for social assistance; and to provide for matters connected therewith.

To provide for the strengthening of measures to prevent and combat corruptionand corrupt activities; to provide for the offence of corruption and offences relatingto corrupt activities; to provide for investigative measures in respect of corruptionand related corrupt activities; to provide for the establishment and endorsement ofa Register in order to place certain restrictions on persons and enterprisesconvicted of corrupt activities relating to tenders and contracts; to place a duty oncertain persons holding a position of authority to report certain corrupttransactions; to provide for extraterritorial jurisdiction in respect of the offence ofcorruption and offences relating to corrupt activities; and to provide for mattersconnected therewith.

To provide for legal security of tenure by transferring communal land, including KwaZulu-Natal Ingonyama land, to communities, or by awarding comparable redress; to provide for the conduct of a land rights enquiry to determine the transition from old order rights to new order rights; to provide for the democratic administration of communal land by communities; to provide for Land Rights Boards; to provide for the co-operative performance of municipal functions on communal land; to amend or repeal certain laws; and to provide for matters incidental thereto.

To prolvide for the establishment of the South African Social Security Agency as an agent for the administration and payment of social assistance; to provide for the prospective administration and payment of social security by the Agency and the provislion of services related thereto; and to provide for matters connected therewith.

To amend the National Environmental Management Act, 1998, so as to insert certain definitions and substitute others; to make further provision regarding environmental authorisations; to make certain textual alterations; to provide for the registration of associations of environmental assessment practitioners; and to provide for incidental matters.

To provide for the co-ordination of concurrent national and provincial legislative competence over matters relating to casinos, racing, gambling and wagering, and to provide for the continued regulation of those matters; for that purpose to establish certain 'uniform norms and standards applicable to national and provincial regulation and licensing of certain gambling activities; to provide for the creation of additional uniform norms and standards applicable throughout the Republic.

This Act aims to regulate the power of a municipality to impose rates on properties and to exclude certain properties from rates.

To provide for the equitable division of revenue anticipated to be raised nationally among the national, provincial and local spheres of government for the 2004/05 financial year and the reporting requirements for allocations pursuant to such division; to permit the withholding and the delaying of payments in certain circumstances; to provide for liability for costs incurred in litigation in violation of the principles of co-operative governance and intergovernmental relations; and to provide for matters connected therewith.

To define and declare certain powers, privileges and immunities of Parliament, provincial legislatures, members of the National Assembly, delegates to the National Council of Provinces and members of provincial legislatures; and to provide for incidental matters.

To appropriate additional amounts of money for the requirements of theDepartments of Health, Social Development, Agriculture and Water Affairs and Forestry in respect of the 2003/04 financial year.

To amend the Telecommunications Act, 1996, so as to give powers and assign duties to certain categories of operators for the purposes of interconnection and facilities leasing; and to provide for matters connected therewith.
