The Commission was established in 1999 in terms of the Western Cape Cultural Commission and Cultural Councils Act, 1998 (Act 14 of 1998). The Commission is a statutory body consisting of 11-14 members appointed by the Western Cape Minister of Cultural Affairs, Sport and Recreation in terms of the mentioned Act.![]() The mandate of the Commission is to preserve, promote and develop culture in this Province in accordance with a policy determined by the Provincial Minister of Cultural Affairs, Sport and Recreation. Culture means the dynamic totality of distinctive spiritual, material, intellectual and emotional features which characterise a society or social group. It includes the arts and literature, but also modes of life, the fundamental rights of the human being, value systems, traditions, heritage and beliefs developed over time and subject to change. Vision: To develop a new dynamic environment that creates opportunities for promotion and enrichment of arts and culture, reflecting the cultural diversity of the province and the country. The Accounting Officer of the Commission is also the programme manager of Cultural Affairs, Mr Peter Mokwena. The Chief Financial Officer of the Commission is Mr. Abdool Assim, assisted by a team under the leadership of Mr Vincent Spannenberg. Staff members of the Department of Cultural Affairs and Sport provide administrative and professional support to the Commission.
